From next year, construction permits are to be required before installing thermal heat pipes on private property, according to reports in Finnish media group Sanoma's regional papers on Tuesday.
According to the papers, the ministry of the environment is currently preparing a statutory change in order to bring uniformity to construction regulations in municipalities. Currently some municipalities require permits while others do not.
